What is happening to the PayPal Prepaid Mastercard program?

Due to recent business changes, the PayPal Prepaid Mastercard program is being discontinued effective April 30, 2026. This does not impact any other cards or services you may have set up directly with PayPal, or any other accounts you may have with Netspend. In preparation for the PayPal Prepaid Mastercard program discontinuation, PayPal Prepaid Mastercard accounts that have not had activity in over a year and have a zero balance have been closed. When is the last day I can use my PayPal Prepaid Mastercard?

You will no longer be able to access your account or use your PayPal Prepaid Mastercard starting April 30, 2026. However, you may still contact customer service by phone for any servicing needs, including account history requests and disputes, if applicable. The updated contact information for customer service starting April 30, 2026, is shown below:
- Phone: Changing from 1-866-753-6440 to 1-86-NETSPEND (1-866-387-7363).
- Email: Changing from prepaid@PayPal.com to customerservice@netspend.com

What are my options before the program ends?

If your account has not yet been closed, you have three primary options:

Transition your PayPal Prepaid Mastercard account to a Netspend Prepaid Mastercard account. Qualifying accounts will receive an offer for a Netspend Prepaid Mastercard, set up with the same account number as the current account. Offer details will be sent by email and/or postal mail starting in mid-March. Some features may change. See below for details. If you receive a notice with an offer to transition your account to a Netspend Prepaid Mastercard account, you may follow the instructions in the notice to accept the offer. Note: Accounts that were not regularly active (ex: no activity for over 90 days) may be ineligible for the offer and will only have the next two options available;
Spend or Transfer all of your remaining balance before April 30, 2026; or
Request a check for your remaining balance by logging into your online account center or calling 1-866-753-6440. There is no fee for check requests made as part of this process.

What happens if I do nothing?

If you do not take any of the actions above before April 30, 2026, your account will be closed, and if you have a remaining balance of $1.00 or more, a refund check for the remaining balance will be mailed to your address on file. Once your account is closed, any attempted loads, direct deposits, or debit transactions will be rejected.

I have a PayPal Prepaid Card that I purchased at a Retail location with funds on the account but haven’t activated the card yet. What are my options?

The cutoff to activate a new PayPal Prepaid Mastercard account is February 16, 2026 (“Activation Cutoff Date”). However, note that your account will still be closed on April 30, 2026, if you do not take any of the actions listed above. If you do not activate your PayPal Prepaid Mastercard before the Activation Cutoff Date, you will have to contact customer service to request a refund check. Note: Your name and address will be required for us to mail you a check. You may visit www.netspend.com for alternative products offered by Netspend.

What will stay the same if I transition?

Fees: Your fee structure will remain similar to your current fee structure. See your offer notice for full details of any changes.
Routing/Account Numbers: These remain the same, so existing direct deposits will continue to work without interruption.

What will change?

Card Number: The 16-digit card number on the front of the card will be different.
Features: PayPal Instant Transfers, MoneyGram Bill Pay, and Custom Card Orders are not available with the Netspend card.
Linking: Your PayPal.com account will no longer be linked for viewing balances or instant transfers in the Netspend account center.
Online Access: Visit www.netspend.com or download the Netspend Mobile App to continue servicing your account online.

What about my recurring payments/Direct Deposit?

Direct deposits or recurring payments set up using your routing and account number will continue to be processed normally if you choose to accept the Netspend card offer.
If you have automatic bill payments set up using your old PayPal Prepaid Card number, you must contact those merchants and provide them with the new 16-digit card number from your Netspend Prepaid Card.

Are there any new features?

If you didn't have it before, you will gain access to Mobile Check Load starting on April 30, 2026. This is a third-party feature for scanning paper checks to load funds. The fees for using this service can be found in the Mobile Check Load terms and conditions in your new online account center (details below). You will also have access to Account-to-Account transfers, allowing you the ability to transfer funds between Netspend-managed accounts for no fee.

What action do I need to take to keep using my account?

If you received a new Netspend Prepaid Card with your notice and would like to continue accessing your funds using this product, activate the new card before April 30, 2026. The Netspend Prepaid Card is tied to your existing account and grants immediate access to your funds once you activate it.
If you received a Netspend branded card offer in the mail that didn't include a new Netspend Prepaid Card, you must contact customer service at 1-866-753-6440 to resolve any account issues and order your new card. There will not be a fee for the card order.

What do I do if I did not receive an offer?

Not all accounts qualify for the Netspend Prepaid Mastercard account offer. If you do not receive an offer, you may visit www.netspend.com to see other potential products serviced by Netspend that may be of benefit to you. Note that offers on www.netspend.com are not part of the PayPal Prepaid Mastercard discontinuation, so will not have the same or similar features, fees, or account information as your current account.

Once your identity is verified and your account is registered, your funds on deposit in your PayPal Prepaid Mastercard and Savings Account are FDIC insured up to $250,000 through your issuing bank ("Issuing Bank"), which is The Bancorp Bank, NA or Republic Bank & Trust Company, Members FDIC, subject to certain conditions including the aggregation of all funds held on deposit in the same capacity at the Issuing Bank. FDIC insurance protects against the failure of the Issuing Bank, not the failure of PayPal or Netspend. PayPal and Netspend are not banks and are not FDIC insured. Your Issuing Bank is identified on the back of your card and in your account agreement.

^*IMPORTANT INFORMATION FOR OPENING A NEW CARD ACCOUNT: To help the federal government fight the funding of terrorism and money laundering activities, the USA PATRIOT Act requires us to obtain, verify, and record information that identifies each person who opens a Card Account. WHAT THIS MEANS FOR YOU: When you open a Card Account, we will ask for your name, address, date of birth, and your government ID number. We may also ask to see your driver's license or other identifying information. Card activation and identity verification required before you can use the Card Account. If your identity is partially verified, full use of the Card Account will be restricted, but you may be able to use the Card for in-store purchase transactions. Restrictions include: no ATM withdrawals, international transactions, account-to-account transfers and additional loads. Use of Card Account also subject to fraud prevention restrictions at any time, with or without notice. Residents of Vermont are ineligible to open a Card Account.
